TOWN DIRECTIONS MISSION STATEMENT & CODE of CONDUCT Cape Ann Boys Travel Basketball aims to teach middle school boys the fundamentals of the game of basketball, focusing on the development of team concepts and ideals, as well as individual skills. We strive to teach participants to compete to their highest level of ability, while learning to win and lose with class. We provide a safe and abuse-free environment and expect players, coaches and fans to be respectful of each other and all officials and opponents. Any player, coach, parent, or fan that gets ejected from a gym by a referee or Town Director, for abusive and/or threatening behavior of any kind, is barred from attending any more games that season, home or away. Our league follows Mass. Interscholastic Athletic Assn. (MIAA) conduct and sportsmanship rules. Our referees are certified IAABO officials and have total jurisdiction in the gym during and between games. No profanity will be tolerated. No taunting of other players, coaches, or fans will be tolerated.
1. Whenever possible games will be played with 16 minute halves. The 5th Grade Program will play 16 minute halves. 2. 3 time outs allowed per game. 1 additional time out per overtime. 3. Games will not end in a tie. Overtime(s) will be 3 minutes long. 4. Players will shoot a one-and-one foul shot on the opposing team's seventh foul in a half. Two shots will be allowed on the tenth foul. 5. Players will foul out of the game on the fifth personal foul. It is important to know that technical fouls count as personal fouls. 6. 3 point shots are allowed on grade levels 7 & 8 if the playing floor is marked. 7. Home teams should provide volunteers for time keeping and scoring. 8. Visiting teams should contact the home team league coordinator by Wednesday of the game week to secure times and directions. 9. An 8 minute minimum playing time rule per player per game is in effect. Issues/problems should not be dealt with between coaches (after a game), but rather should be reported to your town’s Cape Ann Director. 10. Pressing will not be allowed with a 15 point lead. 11. Two patch officials will be required for all games. A referee pool has been established and all Cape Ann teams are required to participate. Jack Gabriel from Pentucket is the Cape Ann Referee Coordinator. Each Cape Ann town will pay $75 for the season for this critical coordinator function. Home teams will pay each referee $30.00 on game day. 12. Coaches are responsible to see that their team meets all eligibility requirements. Coaches will be required to fill out the attached roster form (Attachment A) and it will be verified by their team’s league coordinator. It will be submitted to the League Commissioner before the completion of the season’s second week. Rules that will be followed with this form are: a. September 1st shall be the determining date for the age of players
(start of school). Players can not turn 13, 14, and 15 before this date
and play on a 6th grade, 7th grade, and 8th grade team, respectively. Eligible
player ages by grade for the current playing season are: a. (cont’d.) Each league coordinator is required to obtain copies of player birth certificates (BC). Each coordinator should hold onto the BC. If an opposing coach questions a player’s age, his coordinator should contact the league commissioner who in turn will request the player’s BC from the player’s league coordinator. b. Teams can only draw and roster players that live or reside in the team's respective high school district or attend the respective high school district. Players that live in the high school district but attend another school outside the district are eligible to play. Choice students that live outside the district but do attend a school in the high school district are allowed to play. A team in violation of rule 11a. or 11b. will forfeit all games up to that point in the season and the team will not be allowed to play in the post season tournament. The player will be removed from that team and the coach will be suspended for one game. c. Teams must roster a minimum of 10 players for the season and are required to have a minimum of 10 players for each playoff game, or be subject to a forfeit. d. Before the completion of the current season’s second week, a team’s roster can be changed. After the completion of the second week all rosters are "frozen" and new players can not be added to a team's roster without the agreement of all team coordinators and the league commissioner. If a team’s roster falls below the minimum of 10 players after the second week of the season, players may be added after the approval of the league commissioner. Whenever possible players that were initially “cut” should be added first. e. Players can "play up" at the next grade level but they will be required to play on just that team for both the regular season and Cape Ann Post Season Tournament. A player cannot play on more than one level or team. Players can not “play down” in grade even though they meet age requirements. If a rostered (8th grade) player makes his high school's basketball team, he may play for his (8th grade) youth traveling team provided his high school team does not have a practice nor a game on his (8th grade's) CAL’s team game day. Also, if a rostered (8th grade) player elects to play just on his high school's team during the regular season, this player will be allowed to resume play on his (8th grade) youth team once the high school season is over. 13. League standing coordinators for each grade will be used to track standings. The winning coach should call his standing’s coordinator after each win. 14. When teams finish their regular season tied, the following tie-breaking rules will determine tournament seeding: a. Head to Head records 15. All regular season teams are required to play in their respective grade's Cape Ann Post Season Tournament. 16. Coaches are responsible for controlling their team’s bench, parent and fan behavior during games. Each league coordinator will be responsible for handing out copies of the LEAGUE Code of Conduct to their respective coaches, players, and the fans. Each league coordinator should ask the officials to enforce these rules by giving the head coach one warning. If a second violation occurs then a bench technical will be called. The opposing coach will call in the violation to his team's league coordinator, who in turn will call the League Commissioner. FURTHER PENALTY MAY RESULT AFTER REVIEW BY A LEAGUE BOARD. If any parent, adult or youth fan, or coach confronts a referee during or after a game, that person will be expelled from attending all remaining games for that season, home or away. 17. If a coach or player is ejected from a game there will be a one game suspension. The opposing coach will call in the violation to his team's league coordinator, who in turn will call the League Commissioner. FURTHER PENALTY MAY RESULT AFTER REVIEW BY A LEAGUE BOARD. 18. For the 5th Grade Program, man-to-man defense is required. Also: The rule: No zones are allowed at the 5th grade level. Main St., the school is a short distance on the right. Take the first right
after the school to enter the parking lot and gym entrance. Beverly – Beverly High School – Rte 128 North to Exit 19 – Sohier Rd/Brimbal Ave. Follow exit straight up hill (Sohier Rd.) past Indoor Soccer House. At bottom of the hill take the 2nd right into the lower parking lot. Fieldhouse is to the left end of building. Enter through doors on the side of fieldhouse. Gym opens at 11:00am ( For Rte 128 South take Exit 19 Brimbal Ave, turn left off exit, go over Rte 128, then take first right. At end of that road turn left onto Sohier Rd. Follow directions from above for Sohier Rd., up the hill…) Beverly – Memorial Middle School – Rte 128 North to Exit 20 – Rte 1A South Beverly. Turn right off exit. At 5 way intersection bear slight left to stay on Rte 1A South, going between the gas station and Flair Cleaners. Memorial MS is about 2/3 mile on your right. Gym & parking at left end as you face building. Gym opens at 11:00am (Cape Ann towns can also travel into Beverly via Rte 97 or Rte 1A) Danvers - High School - 60 Cabot Road, Danvers, Massachusetts 01923 Danvers High School From Route 1 and Route 95: Turn off Route 1 at Route 62 (Putnam Pantry). Follow Route 62 east to the first set of lights at Route 35 (Locust Street). Turn left at lights on to Route 35 to the second street on the right (Chestnut Street). Pass over railroad tracks and take first left onto Cabot Road. Follow Cabot Road to the end. Danvers High School From Boston 93 to 128: Route 128 north to Exit 22
W (Route 62 Middleton/Danvers) Go under overpass, take first right (State
Road also the on-ramp to 128 south). Continue on to blinking light, stay
left of the island, go straight to Burley Street. Turn left at the bottom
of hill onto Cabot Road. School is on your right. Manchester – Rte 128 North to Exit 15 – School St.. Turn right off exit and go approx. ½ mile and turn left onto Lincoln St. Manchester-Essex RHS is on the left. Gym is at back of the building. North Reading – Rte 128 South to Exit 40 – Rte129.
Take 1st right off rotary onto Haverhill St. Proceed approx. 4 miles.
When you reach
the junction of Rte 62 take a left and a quick right into H.S. parking
